Governance

The College became independent as a result of the Further and Higher Education Act 1992. The College has its own controlling body (Board of Governors/Governing Body) which has ultimate responsibility for the affairs of the Institution. As a former Voluntary Aided Sixth-Form College, Cardinal Newman was defined in the new legal structure as a ‘Designated Institution.”

As a result of the Education (Designated Sixth Form Colleges,Incorporation, England) Order 2001, the Governing Body was incorporated as a Further Education Institution and became an exempt charity. New Instrument and Articles of Government came into force from 5th April 2001. Revised Instrument and Articles of Government were received from the Department for Innovation, Universities and Skills (DIUS) following their review by the Catholic Education Service in 2008. The College was designated as a Sixth Form College following the Apprenticeships, Skills, and Children and Learning Act 2009. Further modifications to the Instrument and Articles of Government resulted from the implementation of the Sixth Form College Corporations (Modification of Instrument and Articles of Government, No.2) Order 2012.

The College was founded by and is part of the Catholic Church. Twelve of its twenty-strong Board of Governors are appointed by the Bishop of the Diocese of Lancaster.

This website is part of the Governors’ commitment to openness and transparency and its policy is that the minutes of the Board of Governors and of the Committees of that Body should be available for public scrutiny.
